The reason agile is broken is because story points are treated as a currency but they have no real value. Any successful business runs under the principle that they need to deliver the least amount of product for the highest possible price. Engineers, eventually, start delivering the least amount of work for the highest possible story point value. So they start overestimating story points. It's basic economics. If I can get the same amount of reward as the person next to me by doing less than them I am more profitable than they are.
The only way to fix is to change the reward for point delivery. Then you can have competition as engineers bid for stories. Once they deliver the stories a tangible reward should be given based on the story points that were negotiated.

Yeah this has nothing to do with Agile, but just with having a bad scrummaster or agile coach. They should always prevent that story points are used as a reward mechanism.

Yes SAFe is absolutely waterfall, if you need a release train, you are not having teams that can independently release business value. It assumes a tightly coupled architecture and forcing everyone to maintain multiple backlogs (IT and business).
