okay Imma put in mah theory (sry if something like this already exists): Japan had gone to a mysterious temple to find his missing friends. His friends are actually dead and the ones dancing are just creatures and ghosts that have come to take the form of the ones who died. They decided to torment Japan while also leading him to the top of the building so that he will fall and die. At the end, you can see that as three walk away, a skeleton is in the place where he landed. Italy and Germany picking him up means that he be joinin them in the after life while the creatures and ghosts wait in the temple for their next victim.
