Ex: twelve feet of pipe above ground, weld elbow 90 down, eight feet of pipe, half of which is underground, weld elbow 90 up, twelve feet of pipe continues... You can specify rules to allow multiple point features stacked on top of eachother. On top of this (excuse the pun) - the Z value can determine somethings height or depth.
Esri is the company and the product is ArcGIS Pro.. Check with your local vendor but usually the answer is NO. The personal license will not have Utility Network Model - separate purchase.
You need more videos for the Water Utility Network not to mention Sanitary and Storm.

this is milliopn ft view there are a great deal of assumptions being made. more need to to to be discussed on process and data needs
