First of all there are No Foolish Questions and thank you for asking. I will try to elaborate as best as I can. Yes, She was under Old Covenant. Isn't that great even under Old Covenant can receive from Jesus, Can we imagine what we have received under New Covenant? We are to giveaway Deliverance and Healing to everyone on Jesus Behalf in His Name. When the world taste the goodness of God they will want more Amen 🙏 I believe your first question is from this verse Mark 9:38 KJVS And John answered him, saying, Master, we saw one casting out devils in thy name, and he followeth not us: and we forbad him, because he followeth not us. Where did he get the power? The power is in His Name when he use the name of Jesus he was believing that he was doing it on Jesus Behalf. He was casting out demons for Jesus using HIS NAME. If we look at the next verse Jesus said this person is a believer who is working for me. So when we do things for Him because you believe using His Name the power of God is there to help especially to heal the sick and casting demon out. The next question; so you can draw power from Jesus without permission? I believe we are Pre permission to receive because He had prepared himself to give to anyone who needs. At the end of Luke 5:17 ... it says that The Power of God is Present to Heal which means He is always ready to giveaway the power to heal anyone who needs it. If we look at that whole verse everyone there came with many agenda but not to be heal only the one came for healing even he has to be lowered from the roof. Next Question: How did they know to touch Jesus for healing? When they saw the woman who was bleeding did and her bleeding stop. How did the woman know? She didn't know but desperate situation force her to do what she did. Because she believes in her heart (totally convinced/faith) I will be healed even I only touch his garment. So she didn't draw the Power, but she received what Jesus was always ready to give. The other following what she did and start touching Him to receive healing.
