The trait is only appear if there are 2 survivors: 1 is on the ground and the other 1 is still alive and really close to the incapacitated one.
why do u sometimes chase first before picture, and picture first befroe chase? what works the best if you don't know survivor spawpoints?
Chase them first, and wait until cipher is shaking

Look at the antenna, it's shaking. Cipher that's almost finish is more noticeable to see.
