If you speak to Samantha prior to this scene, she says she knows Chloe is a good person despite the gossip. So it makes sense that she expected better from Chloe regarding a bully. If Chloe stands up for Nathan but Drew still throws the book in the fountain, Samantha is thankful to Chloe for at least trying.
