Your point about things evolving -- like the maid clothing -- is something the band members themselves often point out, especially as it is reflected in their music. Even within the structure of Forbidden Tale itself, they wanted to write a song with a sense of development and change.
The usage of English is very much an artistic choice by Band Maid. Often fits the flow of the song easier than the Japanese equivalent. The main lyricist, Miku likes to do word play on same sounding words of each language having different meanings. Best example that she has used several times is the Japanese word for love, AI. Pronounced the same as the English, I, first person. See Sayonakidori for how she does that.

Regarding Band-Maid’s singing in Japanese and English - the Maids are doing this for their fans, like everything musically related, to aid their English speaking fans in understanding the song. Whether it is necessary - that’s another discussion. Their success however indicates whatever they are doing - it is working.
Actually, Miku has said in interviews that she will choose English when it fits the rhythm and sound of the song better than Japanese. There is another comment in this video where the commenter does a good job explaining it
The songs already released earlier in the year are just Band-Maid awesomesauce! The six new songs are so tightly integrated and complex, it's going to take a Tokyo minute to assimilate. But I already love Forbidden Tale, and especially The One. 😉🤘 btw - We should all wish a "Good Luck" to Band-Maid's new self-run management company: Maidit, Co., LTD! Will they managing other bands, boost Cluppo and Maiko projects, or tour more internationally? Or maybe they will expand their business interest to other sectors of the music biz outside of Band-Maid. I believe Kanami wants to get more into composing, scoring and production. And as for Miku and Saiki, the sky's the limit for what they'll want to do in merch, fashion and art, etc.. Thx, Brad & Jon!

BAND-MAID has been blending english and japanese since their beginning, and that's over 11 years since then.

J-ROCK and J-POP have traditionally been a mix of English and Japanese.
They are often sung in English in the chorus.
The band has learned after 11 years that some phrases work better in English than Japanese. Whatever suits the song.
They rhyme 2 languages together. And let's be real, most of the time you can't understand all of the lyrics in an all English song
