They're negotiating and pushing through with deals for equipment, intelligence, trade and security. They are as far as you can be from "nowhere to be found".

our problem is that it looks like the tsikwas are always a mile ahead of us in strategy & tactics. our security agencies are always caught flatfooted, hence, reduces to being only reactive to what china is doing.

you're understanding of EEZ is incorrect, EEZ cannot cover other territories. EEZ can apply only to parts of the sea. When there are overlapping EEZ then those are to be shared.
