for those that don't know, ice powers are rare even among ghosts which is why the other ghosts don't really have counters or know how to react to it. Danny also always had ghost ice powers they just first came on in small doses via his ghostly sense. As Danny's own powers developed it eventually got to the point that the power formed into more tangible and usable ways but as he was still inexperienced, he couldn't properly control it and in a sense it was controlling him and acting out to defend him against undergrowth.
Not all ghost get that ability. For example Vlad Plasmius he didn't get them or the ghostly wail. Which i feel makes Danny Phantom much more powerful than Vlad Masters.
Technically he is, just not as developed as Vlad…it all comes from how much ghost power they have and how they got it, Vlad was hit with a small amount of ghost energy and took years to master it while Danny was hit with a full on blast…but lacks the experience and training

it's mostly head canon in the fandom that dark danny got his fire core from plasmius. But the true entity of confusion is Danielle. What is her core? Ice like Danny, or Fire like Vlad?

It’s cool that he got a rare power like that. Especially when Vlad doesn’t have it either and he’s supposed to be the master of ghostly powers
