Actually, it was explained by another law firm that , for non EU citizen, ie American, they have to apply from their home country/State for the Non Lucrative. It isnt possible to enter Spain as a tourist, use the allowable 3 months as a tourist to apply locally, then wait for 3 months locally for an approval, even if all submitted documents , incl. translations, Apostilles done properly . I asked what if you are already in Europe (American), it means they have to travel all the way back to the US, their state to turn in an application. It is strict this way, ONLY because one must fly back just to apply/turn in an application. If one is a Digital Nomad, traveling around from EU country to another using their 3 months tourist time, then they arrived in Spain, loved it, decided they want to live there and apply for Non Lucrative, so now they have to fly all the way back to the US because this is the rule. Its rather strict. Feel free to comment netizens.
