It's not quite that simple though. It's common for people to disagree over what is dignified in terms of dress. You think a T-shirt would have sufficed. Someone else would think that a burka is necessary.

As a woman of a similar age, I can see it’s a bralette and I think that it is a bit inappropriate for this environment. If she were in Tenerife walking round the beach or the towns or going for lunch, yeah sure! That would be absolutely fine however for the airplane, I think she should have covered up. If I were in her position, in that bralette, and the flight attendants asked me to cover up because it was too revealing or inappropriate, id understand completely and cover up.
