I think it really took the fourth hokage 3 years, after all he didn't know the jutsu and he had to pretty much invent all of the steps to perform the jutsu Jiraya the gallant is one of a kind, one of the best characters ever, he never lies and he is helping Naruto just the perfect amount while letting him figure things out on his own, and that is important for a child to do, otherwise they grow lazy and spoiled and expect others to do everything for them
Makes sense that Jiraiya is letting Naruto do it all on his own. He's being a good teacher in his own way.
