What's more terrifying to run away from? A skinny normal sized senior student? Or a tall built and deep voiced security guard in a suit? They look like that so Prefects look more scary for the gameplay. My dad knew prefects since he went to school in New York.

Now that took me some time to process, but I realized that the man wears Asylum robes. Meaning he is really crazy that he had to be sent there. He may be older than he thinks. In the US to be in an asylum you have to be an adult, you need a parent's consent if your under 18. I find it unlikely the man talked to his parents to be honest.
I forget the exact line but Zoe does state upon meeting jimmy or a few missions into meeting jimmy something along the lines of "I only date older men"
