Nope, you are always allowed to set the ball on first contact. It is judged the same as any other handset. The difference is that on a hard driven ball a certain amount of lift/double is allowed as well. You could theoretically use your hands on serve reception. But it would be hard to get a clean contact.

You can play hands literally any time, if it is clear. Hard driven ball can be played dirty.
