It can. I've seen people boil water then let it cool down to where it's just steaming a little then dump it on the dent and use a plunger to get the dent out. I'm about to try a different method where you use tape, you create and cross pattern with the tape then create a handle with the tape into the cross and use the handle to pull it out, but I'm not going to heat it up for this method because I don't want the tape to melt to the body of the car and make it harder to get the tape off. Wish me luck.

The suction cup works good. Why not warm the bumper first with a heat gun? Wouldn't it work better??
