I think Linus was trying to make a point buy "stealing/refunding" the pads. He was trying to get the attention of Amazon to show how easy it is/could be to steal something from their store without any repercussions. Linus is a smart guy, he knows how to manipulate these big companies.

He literally had an agreement with Amazon that he was going to do what he was going to do. Amazon wanted people to understand the technicalities of their new store so Linus provided a platform for people to understand the store better.
