In that part where the Joker was staking out the Maharaja, and thus, the two appeared together, I'm assuming it was one of Joker's henchmen dressed up as the Maharaja to keep the illusion going.
I have a theory. Gotham City was the prototype for ISO 9000. It includes provisions that everything has to be clearly labeled. Gotham's underworld might not balk at theft, kidnapping, attempted murder, or various other crimes, but dang it, facing the wraith of not being ISO 9000 compliant.. that's the thing they won't violate. Naturally, Batman is also 100% compliant. The writers like Batman sticking things with sharp pointed objects. First the inflatable in the previous episode, this time the fat suit. Which the Joker sometimes wears around the hideout. He must have changed back to the Joker outfit after Bruce and Dick left the shop. I do wonder what they charged Joker with in the end. It can't be kidnapping or grand theft. There was no Maharajah and Joker apparently owned the golf clubs (if they were gold and jewel encrusted to begin with). Attempted murder seems to carry a stiff penalty of not less than 30 second or more than 5 minutes imprisonment. Maybe they got him on the theft of the hairpin and golf hole.

My favorite line is " pump out the gas so some passerby won't get killed". So the Joker is more concerned for the public than Batman and.Robin.
