Max speed is limited by speed limiters. For instance, when you achieve maximum speed in Vilnius trolleybuses - the engine turns off. Generally, as trolleybus routes are usually in the streets where maximum speed allowed is 50 km/h, you can't go even those 70 km/h legally.
