If I recall correctly, the absence of the rewind feature is why he refused to play this game online, so he continued to play the boring campaign mode even though his viewers begged him to stop. As always, he wanted maximum profit with minimal effort.

Perfect encapsulation of his character, its never about the game, its never about challenge and overcoming through learning/adapting, its just about winning to feed his ego. If there's a way to cheese, cheat, or break the game, he cannot help himself, he has to take it, even against a fucking computer. He gets so frustrated and anthropomorphizes CPU opponents so thoroughly, that he genuinely feels mocked by them when losing.
Rewind sounds okay for training so you can figure out stuff for yourself during practice without having to redo the whole course again up to that point. For actual races though, it feels like cheating.
Should have used ZA-ZA's "Love and Money". Way more fitting for someone as money hungry and desperate for attention as Phil. Love Is In Danger is hype shit, though.
