They need a tram or light railway connecting Onitsha to Nnewi and the possibly Aba. So you can do your shopping in these 3places in one day. And move the huge population quickly and clean environmentally.

NedMedia, what you are calling malls are shopping plazas. I admit that there isn't much of a difference, but it's better to mind your terminology. Notwithstanding, you are doing excellent and commendable work.
Onitsha is not only highly populated it is a cosmopolitan melting pot of Igbo trade, much like Aba. The actual Onitsha people are a small fraction of the dwellers. It also has a substantial Hausa and growing Yoruba populace. This is in addition to people coming from west and central African countries.
As an example of what good infrastructure can bring. A female Yoruba entrepreneur has built a sizable gas processing plant in Harbor Industrial Estate, and they are employing our people. The state government through ANSIPPA just signed a memo with VIJU industries a dairy product company that is Indian owned.
A city like Onitsha should have a mayor or two. The local government in Nigeria is an entity on paper - it doesn't really exist. The state government of Obiano is simply not doing enough. He feels the solution is to relocate traders as a means to decongestant the place, but with urban renewal, coupled with imaginative architecture, it could become an iconic city and business tourism haven. He can start with cleaning up key roads like Bright street, and building a multilevel parking structure. Ansippa can get a private investor to build a metered parking.
The decongestion is good, but it's better to move people to a planned area. so as not to create the first problem again. Onitsha has 2 LGAs with two chairmen. Onitsha North & South.
Nnamdi Azikiwe cannot be simply described as a former Nigerian president. He was the first president of Nigeria, and the foremost personality in the struggle for Nigerian independence.

I have heard the governor talk about ecommerce and modern trading, but even here in the United States, people still like the in-person shopping experience. The reason you have congestion is that business activity is thriving. Onitsha needs more attention because it is home or business location for millions of Ndi Igbo as well as people from other parts of Nigeria. How can he justify building a huge state of the art hospital in Aguleri and only do a miserable renovation to Onitsha general hospital. Please, I am not a political detractor. I do not support characters like Ifeanyi Uba. However, Obiano should be objective about resource allocation, despite his accomplishments in security, palliatives on erosion, and attracting some investment.

You are right, highly populated areas already pay more taxes and should receive equivalent infrastructure projects.
