My experience is that new caps out of the pack measure about 10% low.... and old ones that are leaking measure 30% over or more. I've got the Old school leak tester, and ESR tester, as well as an LCR... so I hope I can be considered as somewhat experienced.

I have lots of Big Beautiful caps. Jamesco says they are NOS only thing I can say is my meters aren't impressed with their looks though.
