But I remember one of the local shops telling me don't ever give them any money. As they used to go into the shops multiple times a DAY to exchange for notes. They made hundreds a day. They were very tactical too. They knew had there spot into from of the specific shops and rotate between them like working in shifts. They used then meet up and get pissed and high together

Its basically drug dealers , who feed their habits and these people are in debt with these dealers so the make them beg to recover their debts, if you wait long enough you see the dealers come and drop off people and they take turns , they stop coming when you throw bricks through their windows
