There will be a rebate(kind of discount) if your taxable income is below 7 lakh so you don't have to pay any tax. If the taxable income is more than 7 lakh, then all slabs apply (even if its 7,00,001 rs). That's why the slabs are mentioned even below 7 lakh.
It's a marketing scheme. No real benefit, the real middle class is living on rent, doing PPF savings. But was forgotten in the budget like always by the BJP. New tax slabs are only for people who have a house and don't want PPF savings.

No it's not applicable to old tax regime. They didn't even increase the limit of 80C which covers medical expenses, lic, ppf, tution fee etc. They are expecting that a salaried individual will have only 1.5L investment which includes all above.

Everything has been hiked to 10% the expenses the inflation etc.. it would have been great if the exemption has been proposed to 5 lakh rupees

10 - 15L: 10%
15 - 20L: 20%
20L and above 30%
Also it would be great if tax payers would be given benefits like minimum pension after 60 and think of some benefits so that all would be encouraged to pay tax
