It makes sense once you realize that the CCA was created and run by the comic book companies themselves. Self-regulation doesn't exist to protect the public from harmful products. It exists to protect the industry from competition. The guy who wrote the book just gave the industry an excuse.

I think for a brief couple of issues when he was fighting The Black Hand group before Flashpoint, Bruce dressed as Rainbow Batman and called himself the Batman of Zurr-Enh-Ar. I remember reading that in the graphic novel Batman: R.I.P. by Grant Morrison, which I found incredibly hard to follow along with.

I think for a brief couple of issues when he was fighting The Black Hand group before Flashpoint, Bruce dressed as Rainbow Batman and called himself the Batman of Zurr-Enh-Ar. I remember reading that in the graphic novel Batman: R.I.P. by Grant Morrison, which I found incredibly hard to follow along with.
