Sorry, but this song is NOT about Little Steven leaving the band. It is about Diane Lozito, his teen girlfriend who was also the inspiration for Rosalita, Backstreets, and a bunch of other songs. In fact, her mother’s name was Rosa Lozito, which was the genesis of Rosalita. Also, in the last verse, he sings: "I miss you, baby. Good luck, goodbye." I don't think he'd be referring to Little Steven as his "baby."
Definitely more about Stevie, especially the part about being sixteen and liking the same clothes, same bands etc. Bruce even joked once that maybe not the same clothes anymore. Just because Bobby Jean is a girl in the song, doesn't rule Stevie out, as we know Bruce's songs have hidden meanings and often deeper than they appear ... BITUSA anyone, probably his most misunderstood. Likewise, Magic isn't about actual magic.

Search for “Diane Lozito, Bruce Springsteen’s Rosalita.” You can hear her describe in her own words how she broke up with Bruce (essentially ghosted him), and Bruce showed up at her mother’s house to find out where she went to. In other words, exactly the scene that is described in Bobby Jean. “I came by your house the other day. Your mother said you went away. She said there was nothing I could have done. There was nothing nobody could say.” What does that scene possibly have to do with Little Steven leaving the band?
Little Steven wanted to Record and tour with his own band The Disciples of Soul so he left after the recording of the Born In The USA album. Nils Lofgren who had played with Neil Young replaced him. Steven would rejoin the band 15 or so years later and he and Nils are both in the band now.

All about Bruces respect for the band. When Little Steven came back he still kept Nils. Great!
It's about when Steve van zandt left the band in the early 80's to do his own thing. He did return and was on stage for that performance.
