As an example, you might play a card with an action that gives you two toy tokens when you only have room for one. Normally, you wouldn't be able to carry out this action because you HAVE to carry it out fully (taking both toy tokens) and that would be impossible in this instance. BUT, if you're able to take the card's other action fully, then you're allowed to use that first action to receive just one toy token (partially fulfilling its effects). If you can fully do either the private or public action, you're allowed to do the other partially, if two are available.
