A bigger rear sprocket/ smaller front sprocket will give you an increase in acceleration but decrease your top speed. A smaller rear sprocket/bigger front sprocket will reduce you acceleration but increase the top speed.
The other way to check is to try to pull the chain off the rear sprocket, if you can see half a tooth of the sprocket then it's time for it to go. A chain should ideally fit snugly and not come off the sprocket when it's pulled.

a lot i would imagine i worked for a uk shoe maker and when we modernised they sold all the old 100 year old machines to india,, that was over 40 years ago

Progress??? This is how items were made in the early to middle 1900s. We sell the machines to developing nations at "scrap value" and replace them with CNC ones at a huge cost that are covered in guards. Yes the accuracy is slightly better but metal feeds and speeds on a product such as a chain wheel will be similar so how important is that? There is a price/cost for everything but on a replacement product such as a chainwheel this is probably the best and most cost effective manufacturing method there is.
Not so much. Modern methods are much cheaper and faster and safer. The Chinese sprocket makers, even though they're not the highest quality, are much better than these. Hand labor is just not cost or quality competitive, and hasn't been for 100+ years.
