This is how every light works.
When there is a green for the north south direction, there is a red light for the east-west direction. I hope this makes sense.
Now if you come from s, (and have a green light) and turn into the e-w road, it's always gonna be red.
Maybe the confusion from Americans comes, cause Europeans have 2 sets of lights facing you, one at the beginning and one at the end of the intersection. Where as I see a lot of american only have one light near you, and not one in the other side of the intersection.
This makes it easier to see the light, cause you can still see it after you entered the intersection. This however also makes cars who are turning able to see it, even though it doesn't apply to you.
If you stop at that red light, it's basically just taking a turn, then stopping in the middle of the intersection before the pedestrian crossing.

It's a terrible traffic light placement - the traffic light is supposed to be for the vehicles coming in from the left side that you can see at the start of the video, and going straight. Unfortunately, it's placed in such a way that someone who is allowed to go down that path from a different direction *also* sees it.

@SoniaG K it's hard to explain if you're not familiar with uk roads but I will try my best. Here is a cross roads, traffic coming in all directions is being controlled by traffic lights, she was given the green light and able to make a right turn. That traffic light that was red was for the traffic originally in front of her on the left as a duplicate light- and that's the important part. That traffic light is a duplicate so there is another set of red lights prior with a solid white line telling those cars to wait there. If someone is waiting right on that line it may be hard to see when the light turns greens so often a duplicate light is placed somewhere the front of the queue can see it. This video is a particularly confusing one due to the council deciding to put a cross walk over a duplicate light on a cross road. Very silly. I hope that made sense however!

Yes, it’s dangerous. But the pedestrian lights are synchronised with those at the T junction. Because the distance between traffic joining the road at the T junction and the pedestrian lights (shops snd bus stops) is so short, that traffic doesn’t stop to avoid crashes and to aid traffic flow. It is highly confusing which is why it’s essential to drive as if it’s a job you’re being measured on!
