If you treat the 4NT as takeout (which over 4s it should be), then transfers normally wouldn't be on (unless you and your partner have the agreement that they are). You simply bid the lowest of the suits you prefer. You can absolutely have that agreement with partner. Most people choose to play takeout doubles through 4h. So if you double 4h, it's takeout, and if you double 4s, it's penalty. But you and your partner can choose whatever level you like.
Even if you play Double of 4S as takeout (and many do), it is not a pure takeout at this level. In that case you double when you have a hand that can stand a penalty pass and bid 4NT with a more extreme hand. The content creator is of course wrong about Opener holding 5-5 in the minors - with that hand the opening bid would have been 1D. Opener can have 6 clubs and 5 diamonds though, which is probably what she meant to say in the video.
