Keep in mind the bans are for Weapon Trees as a whole and not just specific weapons. So the Prowling staff represents every single Shapeshifter weapon in this case and the Daybreaker represents every single Spear. As for Prowling it's been incredibly OP for a while but got nerfed a bunch since. It's still decent but nowhere near as oppressive as it used to be months ago.
