Miis do exist on DS. Thery are just no built in. There are a few games that use them (they have built-in Mii Maker) and they are not interchangeable with other games.

It's very interesting seeing this, knowing that Tomodachi Collection was originally inspired by a Hamtaro game for the GB. It all comes full circle!
