James Gunn addressed this in an interview. At first it was just Jason M but then Ezra M expressed an interest and he was made up. Gal G was busy with motherhood and promotion of Red Notice and Death on the Nile. Henry Cavill's future as Superman and the characters future has been a mystery dangling there fir ages. WB wouldn't give that up. He was a bit cryptic about Batman and Cyborg (although Ray Fisher was fired so there is that). He hinted that WB had some mandates about using them. Political wrangling in movies. Sheesh.
I actually enjoyed it more precisely because it was only Flash and Aquaman. I don't like Henry Cavill's Superman (I think the guy is a good actor but the way Snyder and co wrote him into the DCEU is blander than bland) and I can't see Wonder Woman in the same light after WW1984. I also thought it was hilarious that it was so obvious Cavill and Gadot weren't really there, it's really on par with the comedy the show handles.

This scene fulfilled some missing assurances of these spin-off series from cinema story lines, like these “side-quests” heroes usually facing some threats as big as the major heroes would have face, but they still handle it by themselves while most of audiences think “where the heck are Avengers/Justice League when you need them!?” This scene shows that late is better than never🤣.
As others have said, Eagly surviving & hugging Peacemaker was more emotional than the whole DCU combined, bravo Gunn for dragging back the franchise from mediocrity

DCEU's Cyborg is darker than the ones in the comics and wouldn't joke about it and neither would the other members. I know that Warner Brothers forced Gunn to remove Cyborg & Batman from the scene. But I would like to think the 2 refused to come. If Waller did send the Justice League I can see that Batman & Cyborg would just refuse her orders. Batman & Waller have and will never see eye to eye(At least in the comics) and I can just see Affleck's Batman refusing to come. While Cyborg probably also doesn't like Waller especially if he's not needed. Whatever it sucks we couldn't get the other actors but seeing their silhouettes was still cool enough to see even if we couldn't see Cyborg & Batman in the scene

At first I thought it would be cool to end the season with some of the The Suicide Squad showing up, but with how things ended between them and Peacemaker there are probably some things they'd have to work through before giving him a chance which is something I hope to see in the future of the series.
