Because harry acted most time really stupid and regardless his bravery he was not really intelligent to make it to top 10. He was egoistic (always shouts on his friends even though they were always with him) , never understand any signals from any one. Wanted to prove himself right and denied to listen what others think about it. So yeah he was intelligent but not as much to make it to top 10.

Sorry but you have forgot the potion that SNAPE created in the halfblood prince, when harry didnt had the book in the lesson of potions he took the book from the cupboard and that book helped harry to create the potion, Harry was the second student to create that this means that Snape was the first to do it.❤️

@@AnjaliGovil yeah but in the seventh book he figured all of dumbledore's hints, identity of RAB, locations of horcruxes ( he can't feel them in the books he used his intelligence to solve that), figured Draco was a death eater in his first meet with him in sixth book and also figured all of Draco's plans (he told Dumbledore but he didn't trust him), found location of chamber of secrets and how to open it( Hermione only told about basilisk) and I could go on and on.
Hermione hasn't been able to find a thing which was not written in a book so that makes Harry more intelligent than her as he solved almost everything. He is brave but also very intelligent he is just lazy so he doesn't study much and I can tell you more if you want.
