1. People can only subscribe to mobile if they can afford it, another subfactor would be the ability to buy a mobile phone.
2. It doesn't matter how many people a country has, the people won't be able to use the mobile without the infrastructures.

Indonesia: Population 270 million, Cellphone subscriptions 321 million
Russia: Population 146 million, Cellphone subscriptions 229 million

Just some clarification: Brazil had more mobile phone lines than people for a while because it was cheaper to have multiple lines from different carriers to call people than to have one line to call everybody else. It changed after recession (around 2015) and so phone lines were cancelled. Beautifully, the carriers didn't want to lose money so they offered plans that were way better in which people could call everybody country-wise for free by using the subscription system.
By losing people, they offered better plans to not be the one losing a client! "Thank you" recession! :P
For those of you wondering, there's no data for Philippines after 2018, that's why it fell off the chart! Sorry for the confusion!

It is crazy that as late as 1993, there was actually more cell phone subscribers in tiny Norway with 4.2 million inhabitants, than China with 1200 million inhabitants at the time. As a Nordic this chart is a bit sad to watch. We used to be so far ahead. Our telecoms companies where really far ahead. Sweden and Finland together dominated the cell phone market. Now nothing is left. Nobody knows Ericsson, and people are starting to forget NOKIA.
