To explain it a bit more for those that are wondering, this all boils down to the fact that waste-water treatment plants (WWTPs) are hugely expensive to build and/or expand. When older metro areas were built up, the rain gutters, drain tile, sump pumps and sewage all discharged into combined sanitary/storm sewer systems. The problem occurs during rain events where all the hard surface storm water runoff overwhelms the WWTP with massive volumes of mixed storm/sewer water that the plant cannot handle. This forces the untreated water to flow directly into the river, lake, sea or ocean that it discharges into. This has been happening all over the world for centuries (think last Summer Olympics). So, in the early 2000s the EPA passed tougher regulations that forced cities to fix this problem or to pay heavy fines every time this occurs. So, the three miles of tunnels being constructed are storage for the overflow of untreated water from rain events that normally would have flowed, untreated, into the rivers. Once the rain event stops, the WWTP will pump that stored, untreated water from the tunnels at a rate that it can properly process and then discharge into the rivers, clearing overflow room for the next storm. Chicago is using tunnels bored between huge, abandoned rock quarries for this same purpose.
I wonder if this is similar to what seems to be going on with a project on S. High near Hanford south of Greenlawn? Whenever I go by there, there's a couple of huge cylinders sitting out.
