It's only illegal for minors to buy alcohol. If they're already in possession of it, say if their parents give it to them, then it's actually fine for them to drink it. So it's actually your family, Apple Bloom, and whomever Scootaloo's legal guardians are this week, who are in trouble. But I wouldn't really worry about it. The only cop in Ponyville is Rainbow Dash.
