I don't mean to be a cynic but this weapon is NOT a VATS weapon. I suspect that Bethesda made this gun specifically for the Non-VATS commandos (which is why I believe the reduced the recoil ALOT on the railway) Us non-vats builds did not get a lot of love in the past NOW IS OUR TIME :). This weapon is a fire from the hip or iron sights, and shoot a lot. Sorry bro but the 2nd and third star are terrible on this gun, 2nd star due to the fact that it has at LEAST 120 round magazine, 3rd star its not a vats friendly weapon with an a high default AP cost in vats. What you are looking for in that 2nd star is either Explosive or Faster fire, and the 3rd star is really up to you, I prefer the reduced weight.
well, its way better with explosive on the second star and -25%AP at the third star, and I would buy a capacitor-plan for more damage.
I have already bought all plans. Also, I am not going for a VATS based build so instead of AP, I will take the extra Ammo. Or something else.
