Not in California. You don’t have to ID until you’re lawfully arrested. Failure to ID is only a secondary charge and can only be charged after you’re arrested. On traffic stops obviously that’s different if you’re the driver.

They can’t detain you unless they have RAS(reasonable articulable suspicion) that you have committed a crime.
