Dabin has extra mobility sub-skill (but no movement speed boost), can use her weapon skill throught walls while touching one and her chain doesn't flip between meele and ranged its hard to justify mk99 at this point (i have one with engrave myself and still can't do much)
MK99 still have better range than Dabin overall at least, also the fact that her element is light already make her able to clap dark unit, considering a ton of dark unit are really strong in pvp@@zeyez4961
I wouldn't really compare they both have completely different kits. Mk99 is kinda decent for Arena if you have no other ranged heroes to use. I think Mk99 is slightly better than Dabin in Arena but if you have more options, it would be better to just use someone else other than those 2

Dabin is better in Mono Earth comps as she gets an extra 5% crit for each earth hero in the party. I probably should've replaced Rosetta for Kamael.
