It's also to give a focused blitz of attention to upcoming releases. I believe Phil Spencer brought up in the interview how it used to be about getting preorders from retailers for holiday releases, but given the E3 kinda "died" and then was reborn, so to speak, I presume developers and manufacturers found they were losing sales without a big event like this one.
E3 was 90% a networking and business event. The main point was to sell games to retailers. It just became a place to announce stuff as most of the game industry people were in the same place.
