Do manufacturers have no moral responsibility? Forget airbags. About 2 decades ago, the manufacturers in India needed a ruling by the Supreme court of the country to even give seat belts as mandatory fitments. Its a moral failure on the part of the manufacturer if govt needs to force them to give even basic safety equipment. Very few manufacturers go out of the way to promote safety, others can surely follow them.

Too bad that Renault removes safety features when selling Dacia models in third world countries, reducing their good quality.
