Not to talk about pure strength like ex Luffy or ex Shanks they better to for that. So like I said roger is still strong and if you dodge very well and know what you can counter with your attacks he‘s still strong but not top 5 anymore.
But I think in the future he will get a buff like blue shanks and BB because he is the pirate king and you can‘t let him fall off like that because they coming continuely new exes and we don‘t get a new Roger version so they have to do something, i hope^^.

Not guaranteed but Garp and Prime Ray are at 1% pickup drop rate so it’s pretty likely you pull them
