It seems to me rather an arbitrary categorization. There are many versions of the throw, and even in the Kodokan descriptions, it refers to it as using a leg sweep.

I always end up doing o soto makikomi ,as uke always resist or trying to counter, which gives me a good makikomi.
O Soto Makikomi is a fine response. But you can't always close the distance, in which case this version of Yama Arashi works well as an alternative.
