Yeh! You can take the basic "melody shape" of "I Got Rhythm" and transpose from the 5th to the minor 7 of Bb: Ab, Bb, Db, Eb, and construct the Head with only one added note: E (b5). It's a little like "Blue Train" a Blues over a #9 chord.
