The waters and dancers represent the slave trade. The song “Freedom” is a celebration song - hence the dancers (freed slaves) in the waters. You’ll notice too at the end they all lay down in the water to pay homage to those who were never freed. All the cadences, drums, chants, etc all tell a story.
