I had this understanding and most times in my ministry, the demonic hardly shows up. When they do, I check them out. Unlike many others who battle with demons regularly. I thought I was crazy, but now I understand.

I see in Exodus where God invited the people to be His priests and to come up on the mountain. But I do not see anywhere that the people asked God to give them rules to live by. God gave the 10 Commandments before the people said "No" about going up the mountain to meet God.
