Idk if this is all that different from lightning warp. The expensive part of lightning warp is the same here: cooldown recovery and attack speed. It's basically the same setup as with lightning warp, you just don't need to care about reducing the duration (which got much harder this league without helm enchant and alternate quality lightning warp). Also, forstblink has shorter range, but it definitely is a new option for this build.

made it after migin the build of the week and aer0's guide, made a frostblink tornado shot build with around 12 mil and it's so fast that clears most maps in 20-40 seconds as long as there are no hard mobs
