First of all, it's mugen, not mugan. Mugen allows easy access for modification for users, therefore it's fairly easy to create a character. You are already given the codes, palette and template to do so. However, it is the "actual" developers who actually designed the character, created the palettes and templates for users to do so in Mugen. So no, mugen modders don't make better games, they took what is already good and modifies it to suit certain group of people, hence the title "mod", that's why there are still a lot of bugs and crashes. Matter of fact, a lot of the members of Elecbyte who created the first winMugen are "actual" developers.

A lot of these Mugen Ryu VS Ken matches are won by Ken, simply because of the author of the character is biased towards Ken, thus making Ken immensely better than Ryu. Yes, including Reuben Kee's.

Esta pelea aburre ya que tienen demasiadas ventajas y demasiados poderes. Personajes asi no sirven para jugar contra ellos ya que uno no puede ni levantar un dedo cuando ya te estan haciendo un super poder.
