Have driven that road many times with car and caravan. Have also driven 2 times with 13m bus via Geiranger. Have also driven in western Norway with 18m equipment in my work as a professional driver (30 years).
Its best driving it on a car where you and the brave members of your family can get out of the car by the bridge (my wife couldn't get out). Its very high and you might not completely have the sense of the power of the water, the chill of the mist and the sheer height.

They are not allowed. It is clearly marked with max length of 13,1 meter. That bus is longer.....but German tourists don't care. Yesterday had several tourist busses caused a traffic jam on that road. Authority had to close the road for a while in order to clear up the jammed traffic....
The reason to have a 3-axle bus there: It's an important tourist destination, a main attraction of a bus trip to the area. The area is dependant on tourism, and have to accept that buses might need to reverse a little to make the hairpins. A journey should have something to remember, would be boring if everything went totally smooth.

Since 2011 has max.length been 13,1m. So if you have driven with an 18m vehicle after 2011 in Trollstigen it would be illegal.
