The way those tourists congregate with all their luggage and they spend their time on their stupidphones in front of the Guard says it all. They're completely oblivious to where they are. It's not a train station or an waiting area in an airport, it's Horseguards. Once again, there are far too many people milling around in this space which doesn't belong to them.

I think a lot of hotels kick their guests out of their room by 12 noon and then they wander around in the rain for hours before getting on a bus back trains or planes or whatever. Plus all those flaming umbrellas must upset the horses.

Police are only there to shoot terriosts and keep soldiers safe. The guards are there to guard their barracks so it's their job to keep away civilians from the arches.
Probably out the front keeping more moronic people away from the horse guards. As much as you probably wish it, they can't be in two places at once

Perhaps when it is raining, they should not let the tourists come. This does not look safe to me for everyone, guards and tourists as well.
